Our judgement: if your video will carry a claim that has to survive legal review — a regulated financial promotion, a medical claim, a broadcast advert — the licence is only part of the job, and you want a production route with sign-off built in. An agency or a specialist freelancer brings contracted indemnities and named accountability, which no self-service tool provides.
